BIOFIN project status

The National Environment Management Authority (NEMA) is on behalf of Government implementing a project on “Building Transformative Policy and Financing Frameworks to Increase Investment in Biodiversity Management (BIOFIN)”. It is a global project supported by the European Union (EU) and the Governments of Germany and Switzerland through the United Nations Development Programme (UNDP).
The objective of the project is to close the global financing gap for the conservation and sustainable use of biological diversity by assisting developing countries in identifying, accessing, combining and sequencing sources of biodiversity funding to meet their specific needs. The specific objectives of the project are to develop, test and disseminate:
a)    a framework for mainstreaming biodiversity into national development and sectoral planning;
b)    a methodology for assessing a country’s biodiversity financing needs;
c)    a framework for national-level biodiversity financing.

BIOFIN is a global partnership that aims at enabling Governments to develop a sound business case for increased investment in biodiversity. The BIOFIN project feeds into the review and updating of the National Biodiversity Strategy and Action Plan (NBSAP) which is being coordinated by NEMA.  
Uganda began implementing the BIOFIN project on 1st July 2015 with a PMU established at NEMA. The project is being implemented through the Direct Implementation Modality (DIM) by UNDP-CO, Uganda.

Project status
1.    The project has a functioning Technical Steering Committee (TSC). The TSC has been established and the following institutions are now the national TSC for BIOFIN implementation in Uganda;
1)    Ministry of Water and Environment
2)    Ministry of Energy and Mineral Development
3)    Ministry of Local Government
4)    National Planning Authority
5)    Uganda Wildlife Authority
6)    Ministry of Finance, Planning and Economic Development
7)    Ministry of Agriculture, Animal Industry and Fisheries
8)    National Forestry Authority
9)    Uganda Bureau of Statistics
10)    Ministry of Tourism Wildlife and Antiquities

2.    The BIOFIN project has a National Project Team that participates in the TSC meeting. The BIOFIN NPT includes the following;
1)    Mr. Francis Ogwal – Natural Resources Manager at NEMA/National Project Coordinator/CBD-NFP
2)    Ms Monique Akullo – Project Management Officer
3)    Mr. Moses Masiga  - Biodiversity/Environmental Economics National Expert
4)    Mr. Francis Mwaura - Private Finance/Business National Expert
5)    Fred Muwanika Roland – Co-partner to Private Finance/Business National Expert

-    Currently the team is reviewing the policy and institutional review as well as public/private sector expenditure review.
-    The TSC have held 2 meetings.
-    The project has held field work activities to reinforce the review process currently being undertaken by the project consultants/experts
